The regulator said the inquiry uncovered failings including transfers from the charity to the PFA and the rent-free occupation of charity properties. It said the charity had let down the players it was meant to support.

About £1.9m transferred to the PFA and about £627,000 in unpaid rent plus interest were repaid during the inquiry, according to the Commission.

The report also says trustee Darren Wilson has been disqualified for four years.
