Green Cove Springs city officials said the council approved a development agreement for about 111 acres in the southeast part of the city and also authorized utility-related spending at its April 7 regular session.

According to the city’s meeting recap, the agreement covers property at 965 Leonard C. Taylor Parkway on the southeast corner of SR 16 and US 17. The site is identified as part of a 111-acre Planned Unit Development previously approved under Ordinance O-10-2024.

The recap says the developer will install electric, water, sewer and street lighting improvements. It also notes that no connection to the city stormwater system is planned.

The property is listed as parcels 016451-000-00 and 016451-003-00 and is owned by HLM Investments, LLC and Louis L. Huntley Enterprises, Inc.

Council also approved purchases for the electric department, including $72,380 to Irby for pole mount transformers and $37,790 to Gresco for single phase pad mount transformers.
