The summit included talks with Ukrainian President Volodymyr Zelenskyy on April 23, followed by a working lunch with regional partners from the Middle East on April 24. The Council published its main results page and Costa delivered post-meeting remarks the same day.

The Cyprus meeting also carried broader geopolitical weight. EU leaders are trying to keep support for Kyiv steady while managing regional security risks and laying the groundwork for the bloc’s next spending cycle.
