The department said eligible students will be able to use Workforce Pell Grants for qualifying programs starting July 1, 2026. It said the final rule will be published in the Federal Register on May 19, 2026.
The new program is tied to the 2025 tax-and-spending law cited by the department and is designed to support short-term workforce training programs that meet federal standards.
The rule also includes accountability requirements for participating programs, including measures tied to completion, job placement and earnings.
Bloomberg Law reported on May 18 that the department had finalized regulations to expand Pell Grants to short-term workforce training programs.
What comes next
The remaining step is Federal Register publication, after which schools, states and training providers can begin preparing for the July 1 start date and the eligibility review process.
